The Maternal and Child Health Bureau (MCHB) strengthens public health systems to meet the needs of America’s mothers, children, and their families. We reach more than 58 million pregnant people, infants, and children, including children with special health care needs.

The ECCS program has remained committed to building comprehensive systems of care for young children and families since 2002. This program helps ensure that families are connected to a full range of services and supports starting prenatally and addresses long-standing gaps between health and other child- and family-serving systems.

The Early Childhood Comprehensive Systems Collaborative Improvement and Innovation Network (ECCS CoIIN) was a five-year nationwide initiative to improve outcomes in population-based children’s developmental health and family well-being, funded by the Health Resources & Services Administration’s (HRSA) Maternal and Child Health Bureau (MCHB).
